业界热议多时的欧洲2035年停售燃油车已基本尘埃落定。对全球汽车业来说,欧洲“禁燃”虽早已不是新闻,但其标志性意义仍然明显,将加速全球汽车业全面转向新能源的步伐。
目前,全球新能源汽车的市场渗透率仍然不高,增速却在明显加快。当从汽车生产端到汽车消费端的整个产业链条都已决意要向新能源转型时,也就意味着全球汽车业进入新能源车时代只是一个时间问题。
对于欧洲汽车业来说,这一协议将迫使欧洲各大汽车制造商放弃延续传统燃油车优势的幻想,主动或被动接受转型的现实,以在下一阶段的赛道上尽量占据一个有利的位置,去争取新的竞争优势。

而这样的情形同样发生在全球其他汽车制造商身上。
显而易见,转型将重塑汽车业。
为了应对气候变化,国际能源署(IEA)2022年就已经表示,新能源汽车的普及速度太慢,没有达到《巴黎协定》的目标,呼吁各国行动起来,到2035年之前实现全球禁售燃油车。同时,各国应商定一个时间表,决定何时所有新车实现零排放。
从政府层面看,各国已在数年前谋划汽车业的转变。作为全球汽车业主要市场的欧洲,其政策层面的调整,将进一步改变全球汽车主要制造国的策略。特别是在实现碳中和目标的背景下,预计将有更多国家在汽车行业转型的大潮中,推出相应举措。
比如,美国政府已经推出一些带有明显保护主义色彩的政策措施,覆盖整车制造和配套动力源及零配件等领域,试图把汽车工业整个产业链迁回本土,实现产业回流,保持其竞争力。
而从企业层面看,多家企业已先后开启向新能源车转型的道路,行业洗牌将加速。
在为时已经不长的时间窗口期内,机遇和挑战总是并存的。对于有竞争力的企业而言,更多国家和地区推出“禁燃”这样的政策措施,将有利于其发挥优势,获得更多的市场份额。不过,随之而来的竞争也将更为激烈,转型的成本也变得越来越大,甚至一些欧美车企已经出现裁员的现象。
的确,在转型的过程中,政策的变动牵动了太多的利益。在过去相当长的一段时间里,德国、日本、美国等为首的传统汽车工业强国,垄断了发动机、变速箱等汽车业关键技术,形成了强大的品牌红利,但在燃油车向新能源车转型的过程中,这些传统车企的优势明显减弱甚至不在。
对中国车企来说,欧洲“禁燃”或许是个利好。中国汽车工业协会数据显示,2022年,我国汽车企业出口311.1万辆,同比增长54.4%。其中,新能源汽车出口67.9万辆,同比增长1.2倍。
中国新能源车在海外市场受欢迎,一方面得益于强势且完整的产业供应链,另一方面在于智能化水平突出。过去二十年,中国汽车工业取得了长足进步,尤其在新能源汽车产业,已经获得了相应的先发优势,无论是整车制造,还是电池供应,抑或是多元化能源技术路线,中国汽车企业都做了很多有益的探索。
不过,面对竞争日趋激烈的新能源车赛道,具有先发优势固然可喜,转型带来的机会也固然可期,但要保持长期竞争力,中国车企还需持久不懈的努力,才能永不掉队。(周武英)
